The procedure of Ships to be built to class with PRS are divided into five (5) steps:
- Submission of application by the prospective Shipowner and signing of contract
- Submission of required plans for review and approval
- Attendance of PRS Surveyor on the ship under construction
- Conducting dock and sea trial (s) upon the ship completion
- Acceptance by the Classification Committee, Documentation and Issuance of Class Certificate

PRS would be interested to know the general particulars of the proposed vessel, shipyard where the vessel is to be built, the name of the builder, date when the construction would commence and other related information from the Shipowner.
Upon receipt of the duly accomplished Application Form, PRS prepares quotation for the classification fee/terms of payments and conditions. Once Shipowner is agreeable to the classification fee/terms and conditions, he signs a contract.
Shipowner submits the required plans in four (4) copies for review. Upon approval, one copy to be returned to the Shipowner, one copy for the assigned Surveyor, one copy for the Shipbuilder and one copy to be retained at the PRS Head Office for our records.

All plans are required to be prepared, signed and dry-sealed by a Registered Naval Architect. In the case of electrical plans by a Professional Electrical Engineer.
NOTE: During the review process, PRS may require Shipowner to submit other relevant supplemental plans and calculations if the need arises. At the same time PRS is also available for consultation and dialogue with the Shipowner and the naval architect to ensure early identification of critical areas to be made at the design stage that must be adhered to during the actual construction period.
After the plans have been reviewed and approved by PRS, Shipowner submits the construction schedule of the proposed vessel and advise PRS where the construction would take place and the date it would commence.
The procedure, requirements and standards to be followed in the new construction are to be agreed upon by PRS, the Shipowner and the Shipbuilder before the construction commences.
Shipowner then arranges with PRS the assignment of a PRS Surveyor who will attend to the construction of the vessel at the site/shipyard from keel laying to completion. Shipowner should likewise arrange with the Shipyard/Builder a temporary living quarter for the attending PRS Surveyor throughout the duration of the construction.
Any modifications to drawings already approved by PRS during the construction process are to be re-submitted for approval. Work by the Shipbuilder on the part of the ship affected by the modification to the drawings shall be suspended until the drawings are again examined and approved and handed to the Shipbuilder and the attending PRS Surveyor in the yard.
The attending PRS Surveyor performs his inspection at specific stages throughout all phases of the construction and assembly of the hull, machinery and equipment. He will maintain a close dialogue with the Shipowner or his Representative and the Shipbuilder to ensure that the approved plans are adhered to, good workmanship are applied, PRS class rules as well as national regulations and international standards as applicable are adhered to.
Whenever requested by the Shipowner or the Shipbuilder, the attending PRS Surveyor may also assist in resolving differences that may arise in the construction process to avoid costly delays. PRS Surveyor may require tests to be made on any part that may look defective and reject any such part he may deem unsuitable. Test and trials are to be made in his presence and to his satisfaction in accordance with the requirements of the Rules and other relevant regulations.
The Surveyor also attends/witnesses at the place of manufacture or fabrication the test of certain materials for the hull, fittings and machinery items and electrical components to verify that such components and materials are in conformity with class rules and industry standards.
Upon completion of the vessel construction, the Owner requests PRS to conduct dock and sea trial(s) to verify if the newly built ship performs satisfactorily in accordance with the Rules. After these trials, the attending PRS Surveyor submits his reports/findings together with other technical supporting data/documents to the PRS Classification Committee.
At this stage, the Shipowner shall have completed and complied with all the requirements and recommendations of the attending PRS Surveyor including the submissions of three (3) copies each of the “as-built” plans of the vessel duly signed and sealed by a Registered Naval Architect and a Professional Electrical Engineer as in the case of electrical plans.
The PRS Classification Committee meets, evaluates, and deliberates on the reports/findings submitted by the PRS Technical staff and attending Surveyor. The Committee assesses the newly-built vessel’s conformity with class rules, national regulations and the international standards as applicable. If the findings of the Committee is favorable, it determines and assigns the ship new classification symbols and notations and approves the issuance of a Full Term Class Certificate. The vessel’s classification notations, characteristics and other particulars are then entered in the PRS Registry Book.
A Full Term Class Certificate is valid for five (5) years and issued to a ship when all class requirements has been satisfactorily met.
